Windrange is always a very personal thing. For me the range chart is a bit off, but that may be because I don't like to ride overpowered at all. Windrange is always a personal thing, depending on skill, the condition you kite in and your board. I am using 5m,7m and 9m Element 3 and my low end on the 9 is about 14-15 knots (84kg and a surfboard). Guess that was not clear.
Was not talking about the bar.

With the Rally it was a bit easier to find the right spot.
But that is just my impression.

Might be that is because the depower on the Rally is over a bigger throw or more overall depower or something else.
Cannot say for sure.

Element 3 has quicker turning and more direct turning.
Low end is similar.
Lift is similar.
Upwind is better on Element 3.

Rally has better depower and the depower is also easier to adjust.

I don't think you can go wrong with either kite.
The difference between 5 and 7 is quite significant, so if you can ride your 7m Element up to 30 kn, you will most likely not have any days where either 5m kite would be too big.

Element 2 in 5m² works perfectly in strong winds.
Combat in 5 ist also nice, but the in the upper end the Element ist much more comfortable to fly.

Cannot comment on the Method, but I would expect it to be "bigger" due to the higher projected area.
So for 40 knots I would pick the Element.

I am pretty sure you can get away with any of those combinations. Personally, when I think about my setup, I consider which wind speeds are most common and most fun.
